one can apply for just 96 directly at tin's site https://tin.tin.nsdl.com/pan/form49A.html or visit uti/karvy office located in almost every city and submit form personally paying 96. doesn't make sense to pay 54 rupees extra when one can use direct application on official site without giving personal info to 3rd party site or submit form at authorised centers of uti or karvy without paying extra to agents which I feel is stupidity just like paying nonsense amount for passport when same procedure is done at authorised bodies which agents also undergo.
